Yes, however some provisions are different than if you were training in the U.S. We break down training at foreign Institutions of Higher Learning (IHLs) into 2 groups:

  • those with a main campus in the U.S.
  • those without a main campus in the U.S.

For training at schools with a main campus in the U.S., your benefit would be as follows:

Established charges:  You are eligible for the full tuition and fees paid by an in-state student at the main campus of the school's stateside location for a public IHL or the lesser of the annual maximum rate or the actual cost of tuition and fees for a private IHL.

Housing allowance:  The housing allowance is based on the BAH for an E-5 with dependents based on the zip-code where the majority of classes are taken.

For training at schools without a main campus in the U.S., your benefit would be as follows:

Established charges: You receive the lesser of the annual maximum rate or the actual cost of tuition and fees.

Housing allowance: the housing allowance is based on the average BAH payable for an E-5 with dependents residing in the continental U.S.
